Full story: A balloon vendor in Pandacan, Manila suffered burns after a group of pranksters set his balloons on fire on Wednesday afternoon. A viral video shows Oliver Rosales, 29, sleeping along the sidewalk when seven minors lit one of the balloons near the barangay hall along Zamora street. Rosales can be seen in the video struggling to put out the fire. The minors were brought to the barangay hall after the incident. ~GMA
