After Filipino dance troupe El Gamma Penumbra’s victory in Asia’s Got Talent comes another international recognition for the Philippines – this time in the field of public service. The United Nations bestowed the prestigious Public Service Award on the Mandaluyong City government for its Project Therapy, Education, Assimilation of Children with Handicap (TEACH). In a letter to Mandaluyong City Mayor Benhur Abalos, the UN announced that the city has been adjudged winner of the 2015 United Nations Public Service Award in the category of “improving the delivery of public service.” Stefania Senese, UN governance and public administration officer, said Mandaluyong landed in second place after three stages of rigid screening of 30,000 programs from various countries.

MANDALEÑOS SUPPORT THE NEW RIDING-IN-TANDEM ORDINANCE #595, S-2015
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
"DRASTIC TIMES CALL FOR DRASTIC MEASURES.... We need to take extreme actions here... That's why our City Government (Mandaluyong) imposes policy vs. riding-in-tandem on motorcycles... To inform my constituents (Mandaleños) about the new ordinance, our local government held a motorcade to bring home the message that the 6-month trial period is over, and that it succeeded in reducing criminality involving motorcycle-riding criminals."
Only close relatives can ride tandem on a motorcycle in Mandaluyong City starting Saturday, according to a report on "Balitanghali." To inform the city folk about the new ordinance, the Mandaluyong local government held a motorcade to bring home the message that the 6-month trial period is over, and that it succeeded in reducing criminality involving motorcycle-riding criminals.
Mandaluyong City relaunched yesterday its ban on motorcycle tandem riding for men unrelated to each other, after it proved to be an effective crime deterrent in the six months it was enforced. According to Mandaluyong police chief Senior Supt. Tyrone Masigon, Ordinance No. 550 has resulted in “virtually zero” crimes involving motorcycle-riding men since its implementation in September.
“[Tandem-riding crimes] drastically went down. From a weekly average of two to three crimes, it went down to virtually zero,” Masigon told reporters at the sidelines of the ban’s relaunching under Ordinance No. 595.
